NaNParklet Survey

The City of Escondido has developed a Parklet Program that allows for parklet installations in specific areas within the downtown area of the City.

 

Generally, a parklet is defined as a temporary conversion of on-street parking spaces into an outdoor space that may be used as a cafe, dining area, public gathering space, or some other active use that becomes an extension of the sidewalk and streetscape. Temporary Parking Lot Closure at Mountain View Park

Due to unforeseen issues during the construction of a new parking lot extension as part of the MFRO/IBPS Project, the main parking lot located at the east end of Mountain View Park will be closed temporarily for 24 hours a day, including weekends, for a duration of 3-4 weeks. This closure will affect motor vehicles that park near the playground and tennis/pickleball courts. This closure is essential to complete the parking lot extension with a new drain system that will extend out towards the park entrance. A route to safely guide pedestrians through the construction zone is below.

Comprehensive Economic Development Strategy (CEDS) Review

On June 7, 2023 the Escondido City Council approved the 2023-2028 Comprehensive Economic Development Strategy (CEDS). This document outlines data and community feedback about the City's economy and outlines a five-year plan to improve the local economy.

Let's dive into the first section of the CEDS which takes a deep look at the City's Economic Data:

Escondido has struggled to maintain a balanced budget, frequently dipping into deficits. While in many years one-time sources of revenue helped relieve part or all of the deficit, the City has clung to a policy of only using one-time revenues for one-time projects, rather than as a funding mechanism for planned annual operations.

The two years with the greatest budget surpluses, 2011 and 2021, stand out significantly. 2011's large one-time transfer was an interest payment from the redevelopment agency account, as Escondido was the successor to that redevelopment agency. In 2021, the City saw spikes in returns on City investments, as well as certain taxes and permit revenues.

Nonetheless, it is evident that these kinds of surplus years are the exception to Escondido's fiscal trends, not the rule. Furthermore, not shown in the graph are transfers from the Gas Tax Fund, which amount to about two million dollars in recent years.

POLICE DEPARTMENT UPDATES:

Padres with PAL

Our community kids got a special treat this past weekend; a Padres Game. The Escondido Police Athletic League brought 90 kids to a Padres game at Petco Park. Some of the kids were so excited they got to the game 90 minutes early. For most of the kids it was their first pro baseball game. To make it extra special for the kids, PAL managed to get field level tickets and treated the kids to lunch. A great time was had by all.

FIRE DEPARTMENT UPDATES:

 

The Escondido Fire Department recently received the following letter: We are pleased to inform you that the Escondido Fire Department has been selected by Congressman Darrell Issa to receive a flag that was flown over the U.S. Capitol in recognition of their exceptional and honorable service to the community.

On June 24, The City of Escondido Fire Department was presented with the flag from Representatives of Congressman Darrel Issa's office, outside of Police & Fire Headquarters. Escondido City Council Members, City management and the Police Department Command attended the presentation. This was a great honor for the City of Escondido Fire Department.

 

The weather and fire behavior in Riverside County accelerated the Bonny Fire incident originating near the Cahuilla Indian Reservation and the Aguanga area. On the morning of July 28, CAL FIRE reported that 2069 acres had burned with very little containment.

 

Therefore, OES Type 3 Strike Team, 6848 Charlie was deployed to the fire to assist. Escondido Fire's representation for these resources include Chief Matthews and Chief Salazar, deployed as the Strike Team leader/Trainee, and Captain Steve Nugent, Engineer Geoff McClellan, Firefighter/Paramedics Eric Roberts, and Nick Sharp, deployed as the assigned crew for Brush Engine 8334. All arrived safely to the Bonny fire, and we wish them a safe return very soon.

Permits and Inspections:

 

Building Division:

  1. The counter staff conducted in-person meetings with 68 applicants, processed 82 applications, and issued 80 permits.
  2. The total permit valuation for the week was $402,933.00
  3. Building inspectors completed 190 inspections.

 

Field Engineering Division:

 

Field Engineering processed 32 permits

Field Engineering inspectors completed 20 inspections

Field Engineering active 248 permits
