Clean Energy Alliance

Did you know: In April 2023, the City of Escondido residents and businesses will have the #CleanEnergyAlliance (CEA) as its new power purchasing provider?

CEA purchases electricity directly from energy suppliers for residents and local businesses. San Diego Gas & Electric (SDG&E) continues to manage billing, transmission and distribution.

While customers will be automatically enrolled, due to California Public Utilities Commission law, participation in this program is completely voluntary. All customers within the service area will receive information describing CEA and have multiple opportunities to choose to remain with SDG&E. To learn more about CEA, visit:

Dixon Lake Walking Path Project

Through a grant with the California Conservation Corps funded by the Active Transportation Program, the City of Escondido partnered with Urban Corps of San Diego to support increased active transportation opportunities at the Dixon Lake Recreational Area. The project added a decomposed granite waking path/loop to help complete the existing walking trail, installed split rail fencing around the area and planted 6 oak trees. The split rail fence helps keep park users on the trail and supports erosion control. Urban Corps participants, called Corpsmembers, ages 18-to-26 years old in their second chance program were able to learn these skills on site while earning a paycheck and caring for the Escondido community.

 

 

Free Fire Safety Workshop

The Deer Springs Fire Safety Council will host a "Last Chance Survival Simulation Workshop" here in Escondido on Saturday, April 22. Registration will begin at 8:30 a.m.

 

The Last Chance Survival Simulation Workshop was developed to empower residents in high-risk, wildfire-prone communities to prepare for evacuation and potential wildfire entrapments. Each year, it becomes more apparent that there is a need to enhance wildfire safety and evasion training for at-risk communities. That's why the Fire Safe Council of San Diego County is piloting the very first-of-its-kind Last Chance Survival Simulation Workshop.

 

About the training:

Free to local residents, this one-day, in-depth course covers recognition primed decision-making, open-source fire intelligence, contingency planning, and other practices that may enhance the likelihood of surviving a fire entrapment scenario.

This course expands upon "Ready Set Go", a widely accepted statewide standard for wildfire preparation, and builds on topics covered in the "Fire Operations in the WUI" workshop.

In the afternoon, we'll take the case studies, planning models, and other information covered, and apply it to your community's unique landscape and challenges by simulating an evacuation and visiting "Temporary Refuge Areas".

California Competes Tax Credit

The California Competes Tax Credit (CCTC) is an income tax credit available to businesses that want to locate in California or stay and grow in California. Businesses of any industry, size, or location compete for over $180 million available in tax credits by applying in one of the three application periods each year. Applicants will be analyzed based on twelve different factors of evaluation, including number of full-time jobs being created, amount of investment, and strategic importance to the state or region.

POLICE DEPARTMENT UPDATES:

Successful Negotiations

Last week, a concerned citizen called the police department because they saw someone sitting in a car and thought that person pointed a rifle at them. The San Diego Sheriff Office helicopter, ASTREA, came to the area, and drove in armored vehicles also. Using the safety of the armored vehicles and the views from the helicopter, officers negotiated with the subject for over two hours. Eventually, the subject was safely arrested. The subject went to jail for a number of charges. A dog, rabbit, and turtle were found in the car and taken somewhere safe. Three replica (and very realistic looking) firearms were also found in the car, including one rifle. The police department was thankful to the citizen that called and for the peaceful resolution to this incident.

 

Scammer Arrested

Detectives from the Special Investigations Unit and Crimes of Property Unit as well as officers from patrol assisted a special agent from South Carolina this past week. An elderly victim had sent $60,000 in cash in UPS packages to various cities in San Diego County. One of the packages came to Escondido. The detectives and officers were able to catch the suspect as he was picking up the package and arrest him. Agents from Homeland Security Investigations and FBI's Elder Task Force also assisted. This collaborative effort resulted in a significant arrest that is just a small piece in a much larger operation. Please always be aware of the possibility of scammers and never send money or gift cards to someone that you do not know or without verifying who they really are.

FIRE DEPARTMENT UPDATES:

On March 1, Escondido Fire responded to a report of a tree that fell on a home in the 500 block of 5th Ave. Firefighters arrived on scene to find a large uprooted tree that had fallen into a rear garage of the single-family residence. Electrical service to the home was sheared by the tree. Fortunately, there were no injuries to residents, and no visible damage to the living area of the home. Fire crews worked with SDG&E, City Building Department staff and the homeowner to safely stabilize the area affected.

Permits and Inspections:

 

Building Division:

  1. The counter staff conducted in-person meetings with 75 applicants, processed 116 applications, and issued 97 permits.
  2. The total permit valuation for the week was $683,714.
  3. Building inspectors completed 141 inspections.

 

Field Engineering Division:

1. Field Engineering processed 23 permits

2. Field Engineering inspectors completed 80 inspections

3. Field Engineering has 198 active permits
